How can the CGHH support Ear and Hearing Care Accessibility Through Strengthening Primary Heath Care Services: CBM’s Approach 40 years after the Alma Ata Declaration on PHC

2018 marks the 40th anniversary of the Alma Ata declaration on PHC which, in 1978 stated that: "Primary health care is essential health care based on practical, scientifically sound and socially acceptable methods and technology made universally accessible to individuals and families in the community through their full participation and at a cost that the community and country can afford to maintain at every stage of their development, in the spirit of self-reliance and self-determination. It forms an integral part both of the country's health system, of which it is the central function and main focus, and of the overall social and economic development of the community. It is the first level of contact of individuals, the family and community with the national health system bringing health care as close as possible to where people live and work, and constitutes the first element of a continuing health care process”. Four decades after this key declaration was made, the task at hand is still a pending issue in the majority of low and middle income countries. Without a reliable and effective PHC, the development of Secondary and Tertiary Health Care will always be limited by the burden derived from the workload not dealt with at PHC level, and also by the delayed diagnosis and interventions for Ear & Hearing Health in low resource settings. CBM promotes the strengthening of health and education systems and services. Achieving crucial aspects identified in the declaration requires a dual change, both in people’s attitude and in the working approach. For EHC services to become truly accessible to all at PHC level, several factors have to be taken into consideration, these will be addressed in this presentation.

• Global standard practices for EHC access at PHC level are shared
• CBM guides and accessible tools for EHC work in LMICs are made available
