"How CBM contributes to effective collaboration in Ear and Hearing Care at global, regional and local level"

CBM’s work is characterised by a balanced combination of applying participatory rights-based approaches and providing sound technical advice and practical support at all levels. This presentation provides examples of CBM’s experience in ear and hearing care (EHC). It illustrates how CBM’s technical work contributes towards facilitating a natural and effective collaboration among stakeholders at global, regional and country levels and specifically how CBM contributes towards the development of national EHC plans. 1. Global advocacy as a prerequisite for local action: The national EHC plans are developed on the basis of the World Health Assembly resolution on prevention of deafness and hearing loss, adopted by WHO member states in 2017. This resolution was a key milestone in holding government to account, and is the result of years of advocacy by civil society, in which CBM and partners played a substantial role. 2. Regional collaboration for networking and joint action: CBM has been instrumental in establishing high-level regional EHC discussion fora in Asia (since 2010), the Americas (since 2013) and Africa (since 2016), alongside WHO. These fora aim to provide a vehicle for accelerating development and implementation of EHC strategies through a region-wide approach, and promoting the WHA resolution actions by Member States. 3. Country level action within a regional and global framework: In 2019, CBM’s Senior Advisor for EHC, partners and Country Offices, continued working alongside Ministries of Health of Cuba and Madagascar, for developing national EHC plans. WHO tools for situation analysis and national planning in EHC were used, which had been developed with involvement of CBM’s technical experts and partners. It is the work at country level that will ultimately reach into communities and contribute to change people’s lives. This work is strong, effective and long lasting, because it is embedded into national, regional and global frameworks and systems.
