Hearing for All in 2024: Community Ear and Hearing Health Care in the Philippines

With a prevalence rate of 8.8%, disabling hearing loss is the second most common disability in the country. Given the consequent speech and language dysfunction it brings, quality of life, productivity, and participation are hugely affected. With most of the causes of hearing loss preventable, efforts to reduce cases of hearing disability in the Philippines focuses on optimizing local capacity and strengthening community-based rehabilitation. Developed through active partnership between government and non-government organizations, the National Ear and Hearing Health Care Plan was developed to complement community-based rehabilitation with ear and hearing care to widen reach of services despite the manpower, financial, and physical resource limitations of the government. This paper presents the development of the Easy Access to ReHabilitation Services Program and its implementation by clustering four ear-and-hearing-care organizations geographically spread in Luzon, Visayas, and Mindanao to complement existing government programs addressing the problem of hearing disability in the country. Having completed its medium term plans, the Prevention of Hearing Loss Project through Better Hearing Philippines is constantly evolving as it moves towards achieving its vision in 2024.

Hubert Ramos (POC,Primary Presenter), Better Hearing Philippines, Inc., hubert.ramos@yahoo.com;
Hubert Ramos is an Audiologist from the Philippines. He is concurrently an Instructor of the University of Santo Tomas – Master in Clinical Audiology Program, and Volunteer Program Coordinator for Better Hearing Philippines, Inc. Hubert lectures on acoustics, psychoacoustics, pediatric audiology hearing aids, and with research interest on community hearing health and hearing implants. Previously working with Med El Worldwide, he was assigned as Regional Audiologist covering South East Asia, providing direct clinical support to clients, and training hearing health professionals. Before being an Audiologist, Hubert was Volunteer Program Assistant for Better Hearing Philippines, Inc. where he worked on the development of a National Ear and Hearing Health Care Program coordinating various government and non-government agencies. He has a Diploma in Marketing from the Ateneo de Manila University – Center for Continuing Education (2007). His bachelor’s degree is in Psychology from the University of Santo Tomas where he is a recipient of the Fr. Angel de Blas Outstanding Psychology Alumni Award (2008). He completed his Master in Clinical Audiology degree at the University of Santo Tomas in 2001 where he finished cum laude and at the top of his class.
